I have found fldraw.com and icovia.com ,
any body knows any other easy to use software?

Yes, I have seen, but I need a software that is web based and easy to use for non-designers(my site visitors)
I like both fldraw.com and icovia.com, only want to make another search before the purchase,

There are actually those web development software that allow you to do it drag and drop, though you are only to get a rough look at how the interface will be, and you still have to hire someone to fill in the missing link so that your interface will be made useful.

And usually, they are going to start from scratch here with your initial design and a whole lot of their ideas to make it a lot better. Start with dreamwearver.  It has a trial version you can pretty much take advantage of.
